Gurugram: In a crackdown on illegal borewells, the Gurugram district has planned to seal 560 illegal borewells in various localities. In doing so, FIRs will also be registered against the owners of plots, where illegal borewells and pits were detected. A senior official of the District administration said a raiding team of 22 officials will be set up for a drive.”Presently, a 22-member team is conducting the drive to check and dismantle illegal tubewells in the district and it will submit their reports every fortnight,” said a senior official. HUDA and MCG will provide primary and secondary treated sewage water and the builder will have to finally treat it (Tertiary treatment) at the construction site before using it for construction purposes,” said a senior official from Gurugram district administration. The court gave the directive with reference to a 2008 public interest litigation (PIL) filed by Sunil Singh against the Ministry of Environment and Forests and others on illegal extraction of groundwater through bore-wells. According to data obtained from the agricultural department’s groundwater cell, from 2014 to 2018, the groundwater table fell by 2.5 metres in Gurugram district and by 3 metres in Gurugram city. The department of agriculture also found that in 2018, the district overdrew on its groundwater reserves by 226 per cent. Gurugram city alone overdrew its supply by 308 per cent. In 2013, the Central Groundwater Board (CGWB) had categorised the district as “over-exploited”.
Casablanca – Morocco’s imports of wheat from Russia has increased by 300 percent over the last season, indicating a new level of economic cooperation between Morocco and Russia. Morocco’s importation of wheat quadrupled during the previous season. This increase was due primarily to the poor agricultural year 2015-2016 which resulted from draught.According to Ukrainian agricultural consultant, UkrAgroConsult, Russia shipped nearly 650,000 tons of wheat between July 2016 and January 2017. This represents four times Russia’s average shipment to the kingdom. In its analytical report, the firm explained that this significant increase in the import of wheat followed Morocco’s poor harvest in the previous season.The increase in commercial transactions can also be explained by the increased collaboration between the two countries. Previously, Morocco had been importing its wheat from European and American Markets, which were capable of meeting Morocco’s local demand of wheat.After Morocco’s Monarch, King Mohammed VI, visited Russia last March, a number of cooperative agreements between the two countries were signed. At the time, Russian Deputy Foreign Minister and Special Presidential Representative for the Middle East and Africa, Mikhail Bogdanov, told the press that the agreements would further strengthen the strategic partnership between Morocco and Russia.

Since the PS3 forces users to only install firmware that is newer than the current version the have, if you have a console that was affected by this update you can either wipe your system and destroy your game data or wait for this update and hope your game saves are still around when it happens.
The House version of the fiscal 2017 defense authorization bill attempts to update the landmark 1986 Goldwater-Nichols Act by imposing a handful of changes to DOD’s organizational structure and how it formulates strategy.The legislation, which was approved last week by the House Armed Services Committee, would extend the term of chairman of the Joint Chiefs of Staff from two years to four and stagger it so that it bridges consecutive administrations. It also expands the advisory role of the chairman “to provide independent advice on ongoing operations and on the allocation and transfer of forces across regions to bridge service and COCOM [combatant command] boundaries,” according to a summary of the measure.The bill calls for a revamped national military strategy “identifying ways, ends and means to support the secretary’s strategy and the president’s national security objectives and to synchronize individual COCOM plans.”Separately, the annual defense policy bill would eliminate the mandatory quadrennial defense review (QDR) and, instead, establish a defense strategy commission as an independent panel of bipartisan national security experts appointed by the Armed Services committees. That panel would make recommendations for the nation’s defense strategy at the outset of an administration. The defense secretary would then be required to issue defense strategic guidance every four years setting force structure and resource priorities.Critics of the QDR have said it’s a labor-intensive exercise that rarely changes the status quo, reported CQ Roll Call.The measure would make U.S. Cyber Command an independent major command, a move Defense Secretary Ash Carter already is considering. It now is a subordinate component to U.S. Strategic Command. Delhi High Court on Friday told DMRC that not having dustbins on metro platforms due to fear of bomb blasts was a “very myopic view of security”, as airports and even railway stations have garbage bins. The court, which directed Delhi Metro Rail Corporation (DMRC) to “examine viability of having spittoons and dustbins on the stations”, also queried it on whether drinking water and toilet facilities were easily available to commuters. “Don’t you have dustbins at airports and bus stations? Can you protect people by not having dustbins? This is a very myopic view of security,” Justice Rajiv Shakdher said. The court also directed DMRC to indicate on affidavit how many toilet and drinking water facilities are available at metro stations and whether the amenities are generally accessible to commuters. The court also issued notice to Centre, city government and DMRC, seeking their replies by August 11, the next date of hearing. Last week, Swiss Post’s recently launched online voting system’s source code was leaked. The experts who examined the code reported that the system is poorly designed and makes it difficult to audit the code for security and configure it to operate securely. Swiss Post, Switzerland’s national postal service also launched a fully verifiable system and a bug bounty program to test the system’s resilience to attacks this month. According to Motherboard report, “critics are already expressing concern about the system’s design and about the transparency around the public test.” Nathalie Dérobert, a spokeswoman for Swiss Post, said the public intrusion test is not meant to be an audit of the code “or to prove the security of the Swiss Post online voting system.” Instead, it’s meant to help inform the developers about improvements they need to make. In an email, Dérobert wrote, “Security is a process and even if the source code passed numerous previous security audits, we expected criticism and even outright negative comments. After all, that is the whole point of publishing the source code: we want a frank response and an honest discussion about the merits and shortcomings of our work… [W]e are determined to take up the negative comments, discuss them with our developing partner Scytl and to get in touch with the people where we see a benefit.” As for the public test of the new online system, more than 2,000 people have registered. The test will take place from February 25 to March 24. As per the rules, the bug bounty program will pay 20,000 Swiss francs to anyone who can manipulate votes in the mock election or 30,000 to 50,000 francs if they manage to manipulate votes without being detected. The Swiss Post is making the source code for the software available to participants. However, the code wasn’t supposed to be open to just anyone to examine. Swiss Post responded to the publication of the code, saying the source code was not leaked as it was already available to anyone who wanted to see it—as long as they registered with Swiss Post. Swiss Post also wrote that there is no NDA or confidentiality agreement around publishing information about the source code or citing parts of the code, but the statement did not say anything about the Scytl technical documents themselves and the architecture and protocol information that is contained in them. Cryptography experts, after examining the allegedly leaked code said: “the system is a poorly constructed and convoluted maze that makes it difficult to follow what’s going on and effectively evaluate whether the cryptography and other security measures deployed in the system are done properly.” Sarah Jamie Lewis, a former security engineer for Amazon and a former computer scientist for England’s GCHQ intelligence agency, said, “Most of the system is split across hundreds of different files, each configured at various levels. I’m used to dealing with Java code that runs across different packages and different teams, and this code somewhat defeats even my understanding.” Lewis said that the system uses cryptographic solutions that are fairly new to the field and that have to be implemented in very specific ways to make the system auditable, but the design the programmers chose thwarts this. “Someone could wire the thing in the wrong place and suddenly the system is compromised. And when you’re talking about code that is supposed to be protecting a national election, that is not a statement someone should be able to make”, Lewis added. The voting system was developed by Swiss Post and the Barcelona-based company Scytl, which was formed by a group of academics who spun it off of their research work at the Universidad Autónoma de Barcelona (Autonomous University of Barcelona) in 2001. “Local cantons, or states, in Switzerland are the ones who administer elections and would be responsible for the configuration. Scytl claims the system uses end-to-end encryption that only the Swiss Electoral Board would be able to decrypt. But there are reasons to be concerned about such claims”, Motherboard reports. Matthew Green, a noted cryptographer teaching cryptography at Johns Hopkins University, said that the system is highly complex and “at this point, I think the only appropriate way to evaluate it is through a professional evaluation by someone trained in this sort of advanced cryptography. Twitter, yesterday launched a dedicated reporting feature to allow users to more easily report manipulative elections-related content. This content includes but is not limited to: Misleading information about how to vote or register to vote (for example, that you can vote by Tweet, text message, email, or phone call); Misleading information about requirements for voting, including identification requirements; and Misleading statements or information about the official announced date or time of an election. On encountering a misleading tweet, users can select report tweet from the drop-down menu and mark it as “it’s misleading about voting”. They can also select the option that best tells how the tweet is misleading about voting. Last year, Twitter shared an update on their work on maintaining conversational health and protecting the integrity of the mid-term US elections. This work ranged from updating their rules, detecting and removing several fake accounts, and introducing new features like electoral labels for election candidates. Twitter says that the new reporting feature will be used to tackle deliberate attempts to mislead about voting, starting with India’s #LokSabhaElections2019. This strengthened approach will be fully operational in India beginning today and in the EU from April 29. However, Twitter is a bit late to join the party considering India is already in Phase 3 of its election process with election results to be announced on 23rd May. It is also surprising as to why Twitter has only chosen India and the EU for it’s reporting feature. General elections will be held in Guatemala on June 16, 2019, to elect the President and Congress. The 2019 Australian federal election will be held on Saturday 18 May 2019 to elect members of the 46th Parliament of Australia.
