Government denies reports on navy attack

“The External Affairs Ministry said that it was revealed that naval vessels had not entered Indian waters at any time either on 6 or 7 March, as alleged. It was further revealed that no Sri Lankan Naval craft had opened fire at any fishing vessel or any other object on 6 or 7 March in the area,” the External Affairs Ministry said. The navy had arrested 16 fishermen poaching in Sri Lankan waters off the north-western coast on 3 March, the External Affairs Ministry said.“The Sri Lanka Navy reiterates its commitment to not use force under any circumstances and extend humane treatment to all fishermen at all times,” the External Affairs Ministry added. The navy expresses concern over the large number of fishermen from Southern India crossing the International Maritime Boundary Line (IMBL) and fishing in Sri Lankan waters on a regular basis. The Hindu newspaper had reported earlier that a fisherman from Karaikal was injured when he was fired upon allegedly by the Sri Lankan Navy, about 11 nautical miles off the Kodiakarai coast.Shenbagam (40) of Kilinjamedu was shot in the back while steering one of two mechanised boats in which a group of fishermen ventured into the sea last Saturday. A few others escaped, the fishermen said in a police complaint later, the Hindu newspaper report said.Tamil Nadu Chief Minister Jayalalithaa voiced serious concern over such incidents and demanded that the Union government take firm action. The government has denied reports that the navy had attacked Indian fishermen off the Kodiakarai coast yesterday.A statement by the External Affairs Ministry said that on seeing reports in the media on an incident of alleged firing at Indian fishermen by the Sri Lanka Navy off the Kodiakarai coast, an investigation had been carried out. In a letter to the Prime Minister, she said the latest incident was an attempt to intimidate India and “browbeat” it into not raising its voice against Sri Lankan authorities in international forums. Princess Diana and Winston Churchills mental health experiences to be used to

first_imgThose on the list include Winston Churchill, who suffered from periods of depression which he referred to as ‘black dogs’; the novelist Virginia Woolf, who was thought to be bipolar and the Nirvana singer Kurt Cobain, who was also bipolar and was diagnosed with attention deficit disorder as a child. The module also lists Abraham Lincoln, who battled clinical depression; Charles Darwin, who suffered from agoraphobia – a fear of open spaces; singers Janet Jackson (depression) and Britney Spears (who has spoken in the past about being bipolar); and actors Robin Williams (depression and dementia) and Jim Carrey (bipolar). The trial follows a pledge by Prime Minister Theresa May to “transform” attitudes to mental health, and calls by Sir Anthony Seldon, former headmaster of Wellington College, for schools to boost children’s wellbeing.  Winston ChurchillCredit:H. F. Davis /GettyImages In a separate trial, children in secondary schools will have classes from teachers trained to deliver The Mental Health And High School Curriculum Guide in a UK first. The guide, which was developed in Canada, claims to have shown “significant and substantial positive impacts on improvement in teachers’ and students’ knowledge and a decrease in stigma”.The curriculum’s first module is on famous people who have lived with a mental health illness in which students research one person from a list of prominent figures. Diana’s friend Rosa Monckton said she welcomed the scheme. “There is no doubt that mental health is a huge issue with the youth of today, and it was in the public domain that Diana had these problems,” she told the Mail on Sunday.”To have overcome them in the way she did while being in the public eye was fairly extraordinary.”Former England captain Beckham has also spoken publicly about his obsessive compulsive disorder which leaves him addicted to arranging things in straight lines or pairs.”I’ll go into a hotel room and before I can relax, I have to move all the leaflets and all the books and put them in a drawer. Everything has to be perfect,” he revealed in a 2006 interview with ITV.The Department for Education are hoping to trial the scheme in around 135 schools, with children as young as eight being taught mindfulness and relaxation techniques.    Princess Diana Winston Churchill  Princess DianaCredit:VINCENT ALMAVY center_img Princess Diana and Winston Churchill’s mental health experiences are to be used to teach children how to avoid ‘the black dog’ of depression in school lessons. They are among a number of figures who have spoken out about their own struggles and feature in a scheme aimed at reducing the stigma around mental health. Princess Diana spoke candidly about her depression, her struggles with the eating disorder bulimia and self-harming in a 1995 interview with the BBC’s Panorama programme. The princess is among a number of well known figures, including former footballer David Beckham and the late Star Wars actress Carrie Fisher, who may be discussed on the scheme. The Royal Family have also championed mental health causes, with princes William and Harry both speaking publicly of the importance to remove stigma from mental health sufferers.A Department for Education spokesman said: “‎It is vital that all children and young people get the help and support they need and deserve. It is up to schools how and whether to measure the wellbeing of pupils.  “We know that schools often want to provide specific interventions to promote the mental wellbeing of their pupils but sometimes struggle to know what approaches to use. That is why we have announced plans to do further research trials in schools on what interventions work best.“We also want to strengthen the links between schools and local NHS mental health staff, backed by an additional £1.4 billion government investment.” Want the best of The Telegraph direct to your email and WhatsApp? Whats new at Hillhead 2018

first_imgNext month Tarmac’s Hillhead Quarry, near Buxton, in Derbyshire, England, will once again host the world’s biggest working quarry exhibition, and with no fewer than 525 UK and overseas companies booked into Hillhead 2018, this year’s event will be 10% larger than ever before, easily surpassing the 476 exhibitors that attended in 2016. Show director Richard Bradbury explained: “Growth has come from additional outdoor space created at the top end of the site and the Registration Pavilion, which has doubled in size and will host 90 companies this year. A record number of demonstrations are also being planned and we are looking forward to opening our doors to the industry from 26–28 June.”The following selection provides a sneak peek of just some of the new companies, plant, equipment, systems and services that visitors will be able to see on display at Hillhead 2018.Bell Equipment says it will be showcasing the largest range of articulated dump trucks on the market at this year’s Hillhead show. The company’s evolved E-series line-up now comprises machines ranging from the compact B20E to the heavyweight B60E. Visitors to the Bell stand will also be able to discover more about the new B30E 4×4. With its shorter wheelbase, this new machine is more manoeuvrable than its six-wheeled counterpart, and with the absence of a third axle tyre wear is reduced, making it a cost-effective yet efficient machine.Celebrating 40 years since the launch of the company’s construction equipment range, Doosan will be showing its latest generation of excavators, wheel loaders and articulated dump trucks, with Hillhead 2018 providing the platform for the UK launch of several new product developments, including a new version of the company’s 30-t DA30 ADT. The company has also announced a number of new safety and ergonomic features on all six of its large wheel loaders, and has implemented a restyling of all models in the range, with a modified colour scheme and more dynamic curved lines designed to reinforce the robustness and power of Doosan loaders.Lined up on static display on Hitachi Construction Machinery’s stand at Hillhead 2018 we will be the new Hitachi ZW330-6 wheel loader alongside the ZX530LCH-6 and ZX690LCR-6BE crawler excavators, whilst the company’s heavyweight ZX890LCR-6BE tracked excavator will be put through its paces in the face demonstration area.JCB will highlight its brand new 20-t 220X tracked excavator. Over a four-year development period, the company has undertaken an intensive programme of X-series component and product testing to achieve increased levels of build quality and provide maximum operator comfort, durability and reliability in operation. Several variants of the machine will be shown on the stand and in the demonstration area, including models in demolition specification. The new X-Series excavators will feature alongside other machines from the company’s extensive product range, including: the JCB 7T-1 front-tip, hi-viz site dumper; the Hydradig 110W; and the JCB Pilingmaster backhoe loader.MIT, suppliers of industrial driveline components, will be displaying the new HP500 wet clutch power take-off (PTO) system from Twin Disc and HTV700 hybrid electric driveline system, designed and manufactured by Transfluid Italy. Launched earlier this year, the heavy-duty HP500 PTO delivers 500hp at 1,800 rev/min and is well suited to driving pumps, grinders, crushers, dredgers, chippers, shredders and heavy-duty drilling. Showcasing the green credentials of hybrid technology, the Transfluid HT700 system allows the end-user to operate in three modes – electric propulsion; engine propulsion; and booster. In electric mode, the unit operates with zero emissions and minimal vibration, while booster mode delivers extra torque by increasing acceleration via the electric motor.First-time exhibitors OKO will be showing its strongest tyre sealant to date – Mining X-tra Heavy Duty – which has been successfully tested to –52°C in Siberia and is officially approved by Norilsk, one of the world’s largest mining companies, in tyres as large as 62in. The sealant is sold to heavy-duty vehicle fleets in over 80 countries. The company will also be launching OKO LifeLong, a free-flowing wheel and tyre life extender liquid. It uses state-of-the-art nanotechnology to actively clean and prolong wheel rims by coating them with a molecular film at all times. The bright green UV LifeLong product also alerts operators to sidewall tyre cracks and bead/rim/O-ring leaks so that these can be repaired before they cause problems. It is available in 25- to 220-litre drums as well as 1,000-litre intermediate bulk containers.Pioneer Pump, one of the world leaders in the design and supply of high-performance, portable and permanently installed pumps, will be showing its brand new 150SMS dewatering pump and the new compact and lightweight 300SLC. Featuring Pioneer’s high-flow 12in pump, built into a redesigned canopy with reduced footprint and improved accessibility, the new 300SLC is designed to work under the most challenging applications.SMT GB, the exclusive distributors for Volvo Construction Equipment products in Great Britain, will be showing the new L260H wheel loader, ECR355E excavator, EWR170E and EW220E wheeled excavators for the first time in Great Britain, while Volvo CE’s largest machines – the A60H ADT and EC750E excavator – will be at work in the demonstration area. In addition, the Volvo-powered Man Engine will be making a special guest appearance at this year’s show. Standing at 10 m tall, this giant mechanical puppet is not to be missed! On display for the first time at a UK show will be the new Terex Finlay J-960, J-1160, I-120RS mobile crushers, whilst from the screening range Terex Finlay will be showcasing its 674 inclined screener and 883+ heavy-duty screener. Ireland buys back €500 million of its own bonds

first_imgIRELAND HAS BOUGHT back €500 million of its own national debt, erasing the need to repay it when it fell due next month. The NTMA this afternoon said it was cancelling €500 million of a treasury bond which was supposed to be repaid on April 18.The agency had been due to repay €5.125 billion next month, having raised the money in an auction in January 2012.Because the NTMA has now bought some of the bonds itself, however, it would only end up repaying the money to itself – meaning it cuts down on administrative costs to simply cancel the bonds entirely. The agency had already announced a similar move in late December, after buying another €500 million tranche. The moves are likely to have been part-funded by the issue of new 10-year bonds worth €5 billion last week, and help to ease a ‘funding cliff’ where Ireland was due to make significant repayments of its national debt over the coming 12 months.Last week’s auction ensured that Ireland had enough cash in hand to make nearly €12.9 billion in scheduled repayments, between the activities next month and in January 2014.Those repayments will also include a €22 million repayment on its bailout loans, the first time that Ireland will have repaid some of the €56.5 billion it has borrowed so far from the EU, IMF, Britain, Denmark and Sweden.Read: Ireland to auction €500 million in T-Bills tomorrowlast_img read more

Heres why your next TV binge should be Rick and Morty

first_img Tweet thisShare on FacebookEmail this article 28 Comments Friday 24 Feb 2017, 8:00 PM Your Next TV Binge is’s new Friday feature, recommending a box set for you to get stuck into over the weekend. This week: Marvel’s Agents of SHIELD. THINK OF THE weirdest show on TV. Multiply it by… infinity. Now you’re getting close to the weirdness levels on show within Rick and Morty, the cult-iest of cult shows imaginable.Based on a very twisted take of Back To The Future – Doc and Marty have become Rick and Morty, kind of – it tells the story of an alcoholic genius and his easily-led grandson (both voiced by show creator Justin Roiland), and their adventures in this and every other dimension of the multiverse. On top of that, the pair have to cope with everything going on in the home they share with Morty’s parents Jerry and Beth , and his older sister Summer (30 Rock’s Chris Parnell, Scrubs’ Sarah Chalke, and Spencer – daughter of Kelsey – Grammer). Source: jorthak/YouTubeWhile that might sound like a middle ground between The Simpsons and Futurama, this show is sooooo much more than that. And most of that comes down to Rick. He is the most singular, original, offensive, intelligent and layered animated character to come along in, well, forever. His apathy for the lives of others – he often forgets the word for “human” – means that he drinks and swears and kills indiscriminately. But he also has a major soft spot for his grandson. And that’s usually how the duo end up in doo-doo.Over the course of the two seasons so far, they’ve tackled The Devil himself in a haunted charity shop, witnessed an interdimensional version of The X Factor in which the losers have their home planets destroyed (Google “Get Schwifty” to hear Earth’s entry), found a love potion that accidentally turns everyone around the globe into “a bunch of Cronenbergs”, and while trying to train their dog, they make it too smart and their little Snowball ends up enslaving the entire planet. Short URL By Rory Cashin Here’s why your next TV binge should be… Rick and Morty Where high-concept science fiction meets really, really funny jokes. Share Tweet Email1 Source: Giphy The show was co-created by Dan Harmon (the genius behind the equally smart and funny Community). He and Justin Roiland have made an animated comedy that tackles some major issues in a way no other show can. When the duo accidentally crash-land on a Purge planet, the story pretty much becomes about how rich people are backing the space equivalent of the NRA. When Rick and Summer are imprisoned on a female-ruled planet after Rick lets out a fart in public, the entire episode descends into an argument about men vs women as leaders.Coupled to the intense funny-bone hits are a bevy of high-concept science fiction ideas. Would you want to use special goggles that allow you to see through the eyes of parallel universe versions of yourself? What if they’re rich and famous and doing a much better job of being you than you are? Every episode sets up a concept like that one to fill your brain with What Ifs? Source: U³/YouTubeBarely thirty seconds will go by without an indelible catchphrase or eye-popping sight gag (once the Meeseeks are introduced, it becomes a game of Willy Wonka trying to find them again in the following episodes). And then there’s the fourth-wall breaking Interdimensional Cable Box episodes, in which the family sit down to watch TV shows from all around the universe. So there’s a violent Antique’s Roadshow, or the cop show where all the characters are made out of sweetcorn, or Ball Fondlers, perhaps the greatest TV show never made. Source: GRAVY TheGrimRapper/YouTubeAfter only two seasons, it’s already being hailed as one of the funniest animated shows of all time. Stephen Colbert, Christina Hendricks, Alfred Molina, Key & Peele, Patton Oswalt, Werner Herzog, Alan Tudyk, Jemaine Clement and loads more have lent their voices to supporting characters. And with a third season due for release later in 2017, now is the perfect time to catch up on the space-based madness. If only so that you can keep up with the quotes all your coolest friends have been repeating for the past few months. So where can I watch it? High court allows use of Pentagon funds for border wall

first_imgWASHINGTON — The Supreme Court cleared the way Friday for the Trump administration to tap billions of dollars in Pentagon funds to build sections of a border wall with Mexico. The court’s five conservative justices gave the administration the greenlight to begin work on four contracts it has awarded using Defense Department money. Funding for the projects had been frozen by lower courts. The court’s four liberal justices wouldn’t have allowed construction to start. The justices’ decision to lift the freeze on the money allows Trump to make progress on a major 2016 campaign promise heading into his race for a second term. Trump tweeted after the announcement: “Wow! Big VICTORY on the Wall. The United States Supreme Court overturns lower court injunction, allows Southern Border Wall to proceed. Big WIN for Border Security and the Rule of Law!”A trial court initially froze the funds in May and an appeals court kept that freeze in place earlier this month. The freeze had prevented the government from tapping approximately $2.5 billion in Defense Department money to replace existing sections of barrier in Arizona, California and New Mexico with more robust fencing. The case the Supreme Court ruled on began after the 35-day partial government shutdown that started in December of last year. Trump ended the shutdown in February after Congress gave him approximately $1.4 billion in border wall funding. But the amount was far less than the $5.7 billion he was seeking, and Trump then declared a national emergency to take cash from other government accounts to use to construct sections of wall.last_img read more

Financial management laws good financial systems questionable for TCI

first_img Related Items:anand heeraman, audit general, financial system, tci audit committee Facebook Twitter Google+LinkedInPinterestWhatsApp Facebook Twitter Google+LinkedInPinterestWhatsAppProvidenciales, 02 Feb 2016 – Although the Turks and Caicos is performing well financially, the released Auditor General’s report for 2014-2015 exposed that good laws need to be supported now by good systems. A battery of documents were made public during House of Assembly debate in December and Magnetic Media can report that the auditor, Anand Heeraman, found some of the accounting favorable, but cited – in the main – that issues with the last financial audit of government spending were repeated. In the conclusion of the audit, Heeraman says the way things are currently set up, it is impossible for the country to get a true sense of where the government is as a whole fiscally and if the country is getting true value for money in whatever spending is taking place. The Auditor said and I quote, “…there still remains a gap between the intention of the finance laws and their implementation…” Heeraman also said, “Some of these weaknesses identified by the TCI Audit Committee included absence of a risk management process, inadequate asset and liability management, no controls in place to ensure the reliability of financial information being reported, absence of documented policies and procedures to guide the operations, inadequate filing and storage of financial records and transaction documents, absence of supervisory review and management approval for transactions, inadequate documentation and inaccurate recording of inventory items and no systems in place to ensure compliance with applicable Ordinances and Regulations.”The risk of stealing is high, the instance of wrong reporting is high and regular and accountability within TCIG is sorely lacking. Of the four final opinions the Auditor General is required to give, only one was qualified or satisfactory; the other three were adverse or non-satisfactory.last_img read more
